Who Staffing is looking for a Talent Engagement Specialist for a full-time, direct hire opportunity with our client in Washington DC / Baltimore, MD.
Job Summary:
The Talent Engagement Specialist is a key member of the HR team responsible for identifying, attracting, and hiring top talent to support client’s growth. This role focuses on sourcing qualified candidates, managing the recruitment process, and ensuring a positive candidate experience while aligning with clients’ culture, mission, and values.
Key Accountabilities
Talent Acquisition (65%):
• Manage full-cycle recruitment, including job postings, sourcing, screening, interviewing, and offer negotiation.
• Develop and implement creative strategies to source and engage passive candidates through various channels, including social media, job boards, and networking events.
• Collaborate with hiring managers to understand hiring needs, develop job descriptions, and establish hiring strategies.
• Conduct initial phone screenings and facilitate interviews, assessing candidates’ skills, experience, and cultural fit.
• Collaborate with department heads to understand staffing needs and create job descriptions that accurately reflect the role requirements and company culture.
• Coordinate with internal hiring teams to ensure timely feedback and decision-making throughout the hiring process.
• Maintain a pipeline of qualified candidates for current and future hiring needs, ensuring a proactive approach to recruitment.
• Manage relationships with external recruitment agencies and third-party staffing vendors as necessary.
• Assist in enhancing client’s employer brand by representing the company at job fairs, conferences, and networking events.
• Collaborate with the marketing team to create engaging content showcasing company culture and career opportunities.
• Track and report on recruitment metrics, such as time-to-hire, cost-per-hire, and candidate satisfaction, to drive continuous improvement.
• Ensure all recruitment activities comply with legal requirements, including EEOC and diversity hiring initiatives.
• Provide a seamless and positive candidate experience from initial contact through onboarding.
College & University Recruiting (25%):
• Develop and execute a campus recruitment strategy to attract interns and entry-level talent from universities, colleges, and technical schools.
• Partner with university career centers and attend job fairs, career days, and networking events to build relationships with prospective talent.
• Organize and manage internship and co-op programs, including recruitment, selection, and program development.
• Build strong relationships with academic institutions to create a pipeline for high-potential students and recent graduates.
• Manage company Handshake account and other college and university recruiting platforms.
Onboarding & HR Generalist (10%):
• Partner with the Director of HR and other internal departments to facilitate the preboarding and onboarding process for new hires, ensuring a positive and smooth transition to the company.
• Conduct new hire orientations and follow up with new employees during their first few months to ensure successful assimilation.
• Support employee experience efforts and contribute to greater HR strategy and planning efforts as needed.

Position Specific Standards:
• Bachelor’s Degree in Human Resources, Business Administration, or related field (or equivalent)
• 5+ years of talent acquisition experience, preferably within the architecture, engineering, or construction (A/E/C) industries
• Proficient in Microsoft365 applications (Word, Excel, PowerPoint, Teams)
• Proficient in Applicant Tracking Systems (ATS) and sourcing tools like LinkedIn Recruiter and Indeed
• Strong problem-solving and decision-making skills
• Ability to deal with ambiguity and to take independent action to make sound decisions
